by First or Second Class officers alike as bost

consider this a hardship and have prepared the

craft of a General Order to allow Acting Pay to

be draum during the absence of officers in the

First Class by an equal number of officers in the

Second Class irrespective of the duties actually

performed. This arrangement is however somewhat

ut variance with the spirit of the Colonial Regulations on the subject of Acting Pay and we are now exploring an alternative scheme for automatic promotion (subject to efficiency) after

a definite period of waiting at the maximum of the Second Class. It must be admitted that this

proposal was before the Salaries Commissioners and

not adopted by thom but unless it appears likely

to be unduly costly we are inclined to think that

it will be a botter solution of an inequality of

treatment which calls for some remedy.

CHARGE ALLOWANCES.

74. We recommend that the Charge Allowance

of $600 per annum formerly drawn by Chief Tarder

C.W. West of the Prison Department be continued to
